A Debt-ridden circus is saved by an well-meaning but inept publicity man Pop Wonder.

A mysterious circus comes to a Western town bearing wonders and characters that entertain the inhabitants and teach valuable lessons.

A mistreated Bengal tiger named Raja escapes from a traveling circus and hides in the woods bordering the small town of Scotia. The newcomer starts a panic, the townsfolk want Raja killed with the exception of sheriff's daughter Julie Williams, who wishes to capture Raja and put it in a zoo. To raise enough money to purchase Raja from the circus, she starts a campaign with a slogan ‘Save the Tiger’ to rally children across the nation in the tiger's defense, resulting in national attention brought to the sleepy town.

Circus owner Matt Masters takes his show on a European tour. There he also searches for former trapeze star Lili Alfredo who disappeared years before, after her husband, also a circus artist, died. Many setbacks in Barcelona endanger the show. Lili secretly comes to see the performance…
